Facebook Ad Account Disabled? Work Out Which Ban You Actually Have
A disabled Facebook ad account is one of five distinct states: personal account disabled, ad account disabled, Page restricted, Business Manager disabled, or a temporary feature limit. Work out which one by trying to log in and seeing which layer fails after that. Personal account disabling goes through the ID verification appeal, an ad account goes through the ad account appeal form, and they are separate queues, so filing in the wrong one means nobody reads it no matter how long you wait.
"Disabled" is at least five different states inside Meta's system, and each one has a different appeal queue, a different success rate and a different sane waiting time. This gets you to the right one in three minutes, and tells you when to stop appealing.
"Banned on Facebook" is not one state, it is five. They have different appeal channels, different success rates and different reasonable waiting times, and filing in the wrong channel means nobody will ever look at your case, however long you wait.
So this does not start with how to appeal. It starts with working out which one you have.
1. Three minutes to identify the layer
Facebook advertising stacks in layers: personal account → Page → Business Manager (BM) → ad account. Which layer got hit determines everything that follows. (If those relationships are new to you, start with what an ad account is.)

The test order is simple: try to log in first, then see which layer fails after that.
⚠️ The third row is the one people misread most. A feature limit says "you cannot ... until DD Month" on screen. That has an end date, appealing will not shorten it, it only adds a record. If you can see a date, the answer is to wait.

2. Personal account disabled: only one path is worth walking
There is exactly one channel: Meta's ID verification appeal. What you need is ID whose name matches the name on the account.
Three things that fail an appeal outright:
- Opening the appeal form while logged in as the disabled account. The form shows "this link is not available". Log out completely, or use a private window.
- ID name that does not match the account's display name. This is the most common rejection reason, and the rejection will not tell you that is why.
- Sending the same content over and over. Duplicate cases get merged and closed. If you file a second time, bring something new: a further document, or an explanation of what changed in between.
Expected time: 24 hours to two weeks. Past two weeks with no response of any kind, in practice the case never reached a human queue. At that point the expected value of waiting is lower than the expected value of saving the assets that are still alive.
3. Ad account disabled: read Account Quality before you write anything
When you can log in and Ads Manager shows the account disabled, go to the Account Quality page first. That page normally names the policy line you were actioned under, and the appeal form is asking you to respond to that specific line.
Filing without reading it is handing in an answer sheet that does not answer the question.
A first-time disabled ad account has a better appeal rate than most people expect, on the condition that your explanation matches the line it cited. Most cases resolve within 24 to 72 hours.
A disabled account does not eat your balance. If it is reinstated you carry on spending it. If the disabling is permanent, money topped up directly with Meta can be refunded to the original payment method. Anything added through a third-party top-up service has to be settled with them instead.
What to actually write in the appeal box
The box is short and length is not what is being scored. Three sentences, in this order, cover almost every case:
- What the account was running, in plain terms. Not the brand story, the product and the audience.
- Why that does not breach the line Account Quality cited. This is the only sentence that matters, and it is the one most appeals leave out entirely.
- What you changed. If nothing changed, say the account appears to have been actioned in error and stop there. Inventing a change you did not make is worse than admitting there was none.
Leave out how much you have spent, how long you have been a customer, and how urgent this is. None of those is an input to the decision, and they crowd out the sentence that is.
If Account Quality names no policy line at all, do not guess one. Describe what the account does, say that no reason was given, and ask which policy applies. An appeal answering the wrong charge reads worse than one asking what the charge is.
4. When to stop appealing
This is the most important section here, because this is where most people burn the most time.
Three signals to stop:
- The same case has been rejected twice with the same reason. An unchanged reason means what you added never entered the decision.
- Two weeks with no status change at all. Not "still under review", but no movement in the status itself.
- You received "we have completed our review and will not review this decision further". That phrasing is terminal. There is no queue behind it.
🔴 Do not go looking for an "unban service". Meta has no external unbanning channel, so anyone claiming one is taking your credentials to do something else. And what you would be handing over is an account the system is already watching, which means whatever gets done with it next is recorded against you.
5. What actually helps: save what is still alive
Losing the account does not mean losing the assets. Once you stop appealing, work in this order:
- Confirm the BM still exists. The BM is the container, and your personal account is only one of the people with permission. If the BM is alive, the Pages, pixels and ad accounts underneath are still there.
- Confirm the BM has a second admin. If the disabled account was the only admin, you cannot get into your own BM. That is the most painful version of this, and the only one that can only be prevented in advance. If you still can, go and add a second admin now.
- Pixels and custom audiences stay in the BM. When you restart, those two are the only things you do not have to rebuild from zero.
- Replace the account, not the whole stack. As long as the BM and Page are healthy, all you need is a new personal account that can operate them.

6. Not going through this again
Being banned once is usually luck. Being banned three times is a process problem. The three cheapest preventions:
- Always keep two admins on the BM, and not on the same machine or the same IP.
- Do not push budget in a new account's first week. Follow the curve in the first 7 days of warm-up behaviour.

How do I tell a temporary restriction from a permanent disabling?
Try to log in. If you get in and only one feature is unavailable, that is a feature limit and the screen states an end date. If you cannot get in and see "Your account has been disabled", that is account-level, has no end date, and only an appeal changes it.
If my personal account is disabled, does the ad account die with it?
It is affected but they are not the same thing. The ad account sits under a Business Manager and your personal account is only one of the people with permission to operate it. If you were the sole admin, in practice everything stops. If the BM has another admin, the account keeps running. This is the main reason BMs exist.
How long does an appeal take?
ID verification appeals on a personal account usually run 24 hours to two weeks. Ad account appeals usually resolve within 24 to 72 hours. Past two weeks with no response at all, in practice the case never reached a human queue and waiting longer has very low expected value.
How many times can I appeal the same thing?
Send it if you can, but resending identical content does not raise your odds, and duplicate cases get merged and closed. A second appeal needs something new: a document you did not attach the first time, or an explanation of what you changed in between.
Can I buy back a disabled account?
No, and do not trust any service claiming it can "unban" you. Meta has no external unbanning channel, so anyone selling one is taking your credentials to do something else with them. The correct move is to save the assets that are still alive (BM, Page, pixel) and bring in a new account to operate them.
Why does the appeal form say "this link is not available"?
Usually because you opened it while logged in as the disabled account. Log out completely, or use a private window, then enter through Meta's official Help Centre link for that specific form.
What happens to the balance in a disabled ad account?
The balance does not vanish. If the account is reinstated you keep using it; if the disabling is permanent, Meta's policy allows a refund request to the original payment method. That only covers money topped up directly with Meta, so anything added through a third-party top-up service has to be raised with them.
My Page is restricted from advertising. Is that the Page or the account?
Look at which layer the message is attached to. If it appears in the Page's own Page Quality tab it is Page-level, usually tied to that Page's past posts or reports, and switching ad accounts will not help because the same Page is still being blocked. In that case what needs replacing is the Page, not the account.
My new account was banned on day one. Did I do something wrong?

Can I run ads from someone else's account while I am banned?
You can ask them to add you to their BM as an admin, which is a supported Meta workflow. Do not swap passwords and log into each other's accounts. That reads to Meta as one device signing into several restricted accounts, and it is the fastest way to drag the other person down with you.
Does appealing make things worse?
One well-aimed appeal does not. Filing the same appeal repeatedly adds records without adding information, and appealing a temporary feature limit that already shows an end date is pure noise. Appeal once, properly, then wait.
Can I just make a new personal account?
You can, but not from the browser profile and IP the disabled one used. Association is judged on environment, so a new account opened in the old environment is the version that gets banned within a day.
Is a spending limit of zero the same as being disabled?
No. A spending limit dropped to zero stops delivery while the account itself is still alive, and it often clears on its own or once a payment method is verified. A disabled account cannot spend at all and needs an appeal.
What should I collect before appealing?
A screenshot of the exact message and where it appeared, the Account Quality page, the date, and what you changed in the 48 hours before. The appeal box is short, so knowing which policy line you are answering matters more than length.
Does a VPN help during an appeal?
It hurts if it changes your location mid-case. Whatever environment the account was operating in, keep using it while the appeal is open. A login from a new country during review turns a recoverable case into a closed one.
